Cosmo Oil Signs Partnership Agreement with Suita City to Promote the Adoption of Sustainable Aviation Fuel (SAF) ~Used Cooking Oil Collected in Suita City to Be Converted into SAF~

Cosmo Oil Co., Ltd. (hereafter, “Cosmo Oil”), Suita City, Osaka Prefecture (hereafter, “Suita City”), JGC Holdings Corporation (hereafter, “JGC HD”), REVO International Inc. (hereafter, “REVO International”), and SAFFAIRE SKY ENERGY LLC (hereafter, “SAFFAIRE SKY ENERGY”) announced that they have entered into an agreement regarding Sustainable Aviation Fuel (SAF), effective March 12, 2025.

The agreement, titled Agreement on Collaboration and Cooperation in Promoting the Adoption of SAF (hereafter, “the Agreement”), aims to advance the conversion of used cooking oil into feedstock for SAF and other products. A signing ceremony to mark the start of the partnership was held the same day at Cosmo Oil's Sakai Refinery, home to Japan's first large-scale production facility for locally made SAF.


Under the Agreement, Suita City is expected to provide approximately 27,000 liters of used cooking oil per year as feedstock for SAF, marking the largest volume of used oil repurposed as SAF feedstock by a local government in Japan.

【Objectives of the Agreement】
Suita City has made “establishing an accessible recycling system that encourages widespread citizen participation” a basic policy of its General Waste Management Plan. Since 2009, the city has installed used cooking oil collection points at public facilities as part of a government-led initiative.

While used cooking oil is a valuable resource that is used as SAF feedstock, many households currently dispose of it as waste. To address this issue, Suita City seeks to leverage its expertise in used cooking oil collection to repurpose the collected oil as fuel for airplanes, which anyone could use. The city aims to empower individual citizens to contribute to decarbonization and realize a carbon-free, resource-recycling society.

Furthermore, the five parties involved in the Agreement will work together through close and proactive collaboration to help build a sustainable, recycling-oriented, and decarbonized society.

 

【Key Details of the Agreement】

  1. Collecting used cooking oil generated by households
  2. Activities necessary for the production and continued supply of SAF and other products derived from used cooking oil
  3. Providing opportunities for widespread information dissemination to the public on recycling used cooking oil into SAF and associated awareness-raising activities
  4. Activities required to expand collection points within Suita City
  5. Additional initiatives that support the objectives of the Agreement

 

【Specific Initiatives Based on the Agreement】
Used cooking oil collected at 15 public facilities in Suita City, including local government office buildings and libraries, will be picked up by REVO International and transported to the SAFFAIRE SKY ENERGY plant, located on the premises of Cosmo Oil’s Sakai Refinery. Completed in December 2024, the plant will pioneer large-scale SAF production in Japan, recycling the collected oil as feedstock for locally made SAF.

In addition, used cooking oil collected from 35 municipal elementary schools and 14 public daycare centers in Suita City will also be utilized as SAF feedstock. The total volume of used cooking oil provided for SAF production within the city is expected to reach approximately 27,000 liters per year. Furthermore, the parties will also explore the possibility of collecting used cooking oil at services stations operated by the Cosmo Energy Group within the city.

To further raise awareness of used cooking oil-focused resource recycling efforts among local citizens, a lottery will be held for those who bring in used cooking oil, with prizes including “Suitan Goods” featuring Suita City’s mascot, Suitan, and invitations to tour the SAF production facility. Additionally, the parties will examine ways to promote the initiative within the local private sector and engage in collaborative awareness-raising activities with private businesses.

【About Sustainable Aviation Fuel (SAF)】

Sustainable Aviation Fuel (SAF), including biojet fuel, is produced from used cooking oil, biomass fuels like sugarcane, municipal waste, and other materials. It can be used in existing aircraft and refueling equipment without the need for modifications. SAF has the potential to reduce CO2 emissions by approximately 84% over its entire life cycle from production to use.

【About the Project for Large-scale Production of Japan’s First Locally Made SAF】

Cosmo Oil, JGC HD, and REVO International have jointly explored the commercialization of a SAF supply chain that encompasses the domestic collection of used cooking oil through the production, transportation, and supply of SAF. Having newly established SAFFAIRE SKY ENERGY in 2022, the parties aim to supply approximately 30,000 kiloliters of SAF made solely from domestically sourced used cooking oil per year. Construction of a SAF plant on the premises of Cosmo Oil’s Sakai Refinery (Sakai City, Osaka) was completed in December 2024, with supply set to begin from around April 2025. The supplied SAF has obtained ISCC CORSIA certification, which recognizes compliance with international standards for sustainable products. Moreover, the Project is subsidized by the New Energy and Industrial Technology Development Organization (NEDO).
