SAFFAIRE SKY ENERGY Holds Ceremony to Mark Completion of Japan’s First Large-Scale Production Facility for Locally Made SAF

SAFFAIRE SKY ENERGY LLC, established as a joint venture between Cosmo Oil Co., Ltd. (hereafter, “Cosmo Oil”), JGC HOLDINGS CORPORATION (hereafter, “JGC HD”), and REVO International Inc. (hereafter, “REVO International”), announced that it held a ceremony on March 6, 2025, at the site of its new Sustainable Aviation Fuel (SAF) production line to celebrate its completion. Located on the premises of Cosmo Oil’s Sakai Refinery, the new facility will produce and supply SAF made locally from used cooking oil (hereafter “the Project”).

The completion ceremony was attended by key figures, including Shigeru Yamada, Representative Director and Group CEO of Cosmo Energy Holdings Co., Ltd.; Masayuki Sato, Representative Director, Chairman and CEO of JGC HD; Tetsuya Koshikawa, Representative Director and CEO of REVO International; and Masahiro Aika, Representative Managing Director of SAFFAIRE SKY ENERGY.
SAFFAIRE SKY ENERGY expressed its gratitude to the many individuals who contributed to the Project, and shared its hopes for the Project’s future safety and prosperity as a foundation for the widespread adoption of locally made SAF.
Furthermore, congratulatory and encouraging remarks were delivered by esteemed guests, including Takehiko Nagai, Director of the Fuel Supply Infrastructure Policy Division, Natural Resources and Fuel Department, Agency for Natural Resources and Energy, Ministry of Economy, Trade, and Industry (METI); Miki Akita, Director of the Aviation Network Department, Civil Aviation Bureau, Ministry of Land, Infrastructure, Transport, and Tourism (MLIT); Hideki Nagafuji, Mayor of Sakai City; and Dr. Akiko Iimura, Executive Director of the New Energy and Industrial Technology Development Organization (NEDO).
Following the completion ceremony, a celebratory reception was also held. At this event, members of the "Fry to Fly Project," an initiative launched by JGC HD to realize a world where aircraft fly using locally made SAF produced from domestically sourced used cooking oil, were among guests invited to commemorate this milestone.
One project member commented, "I am proud to be part of this initiative. I will continue to make every effort to promote the widespread adoption of locally made SAF."

The Project marks Japan's first large-scale production of locally made SAF, with Cosmo Oil, JGC HD, and REVO International leveraging their extensive expertise, know-how, and assets accumulated over many years in their respective fields to bring this initiative to fruition.
From the next fiscal year, the Project will begin supplying approximately 30,000 kiloliters of SAF to airlines per year. This achievement will realize a fully domestic supply chain, encompassing everything from feedstock procurement to SAF production and quality control and its eventual supply to airlines. By promoting the adoption of SAF, the Project is expected to make a significant contribution to reducing the environmental footprint of the aviation industry.
Moving forward, the four parties—Cosmo Oil, JGC HD, REVO International, and SAFFAIRE SKY ENERGY—will further strengthen their collaboration, thereby paving the way toward a more sustainable future.
【About the Project for Large-scale Production of Japan’s First Locally Made SAF】
Cosmo Oil, JCG HD, and REVO International have jointly explored commercialization of a SAF supply chain since 2020. Having newly established SAFFAIRE SKY ENERGY on November 1, 2022, the parties aim to supply approximately 30,000 kiloliters of SAF per year. Construction of the SAF production line on the premises of Cosmo Oil’s Sakai Refinery was completed in December 2024, with supply set to begin from April 2025. The supplied SAF has obtained ISCC CORSIA certification, which recognizes compliance with international standards for sustainable products. Moreover, the Project is subsidized by the New Energy and Industrial Technology Development Organization (NEDO).

【About the "Fry to Fly Project"】
The "Fry to Fly Project" was launched in April 2023 with the aim of engaging consumers and a wide range of other community stakeholders. The initiative aims to create a decarbonized society by raising awareness that used cooking oil from households, restaurants, and other establishments can be used as SAF feedstock. This approach encourages people to view domestic resource recycling as a familiar, personal issue. With support also from business-to-consumer (B2C) companies and local governments, efforts to increase awareness of SAF through the collection of used cooking oil have been rolled out nationwide. While the "Fry to Fly Project" started out with 29 participating members, this number has grown to currently (as of March 7, 2025) include approximately 200 companies, municipalities, and other organizations.
