Cosmo Oil Co., Ltd. (hereafter, "Cosmo Oil"), JGC Holdings Corporation (hereafter, "JGC"), and REVO International Inc. (hereafter, "REVO International") announced that they entered into an agreement with Sakai City on November 22, 2024. The agreement, titled Agreement on Collaboration and Cooperation in Promoting the Recycling of Used Cooking Oil Toward the Development of a Sustainable Society, seeks to advance the recycling of used cooking oil as feedstock for Sustainable Aviation Fuel (SAF), bioplastics, and other products. A signing ceremony to commemorate the partnership was held the same day at AEON MALL Sakai Teppocho in Sakai City.

【Specific Initiatives Based on the Agreement】
SAFFAIRE SKY ENERGY LLC (hereafter, "SAFFAIRE SKY ENERGY"), a domestic SAF production company established in November 2022 by Cosmo Oil, JGC, and REVO International, will collaborate with Sakai City under the agreement to sequentially install household used cooking oil collection boxes at five AEON MALL locations in Osaka Prefecture on a permanent basis. This initiative will be carried out in partnership with AEON MALL Co., Ltd. and REVO International.
The household used cooking oil collected in the boxes will be picked up by REVO International and transported to the SAFFAIRE SKY ENERGY plant, located on the premises of Cosmo Oil’s Sakai Refinery. Scheduled to begin operations in FY2025, the plant will pioneer large-scale SAF production in Japan, recycling the collected oil as feedstock for locally-made SAF.

Note: Animal fats such as lard and beef tallow, mayonnaise and dressings, mineral oils, and oils not from households are ineligible for collection.
To mark the launch of this initiative, the parties held a kickoff event for the collection of household used cooking oil at AEON MALL Sakai Teppocho on November 22, 2024. In addition to collecting used cooking oil from households, the event featured a virtual reality (VR) experience corner that showcased the process of turning used cooking oil into SAF and its subsequent use, helping customers better understand how used cooking oil is recycled.
Alongside the four companies driving used cooking oil collection and this initiative—SAFFAIRE SKY ENERGY, AEON MALL, Kansai Airports, and REVO International—the event was attended by representatives from Cosmo Oil, JGC, Sakai City, the Japan Association for the 2025 World Exposition, and other organizations.

【About Sustainable Aviation Fuel (SAF)】
Sustainable Aviation Fuel (SAF), including biojet fuel, is produced from used cooking oil, biomass fuels like sugarcane, municipal waste, and other materials and can be used in existing aircraft and refueling equipment without the need for modifications. SAF has the potential to reduce CO2 emissions by approximately 60 to 80% over its entire life cycle from production to use.

【About the Project for Large-scale Production of Japan’s First Locally-made SAF】
Cosmo Oil, JGC, and REVO International have jointly explored commercialization toward the establishment of a supply chain that encompasses the domestic collection of used cooking oil through the production, transportation, and supply of SAF. In 2022, the companies newly established SAFFAIRE SKY ENERGY, with the goal of supplying approximately 30,000 kiloliters of SAF per year, derived solely from used cooking oil generated in Japan. Currently, construction of a SAF production line is underway at Cosmo Oil’s Sakai Refinery (Sakai City, Osaka), with completion expected by the end of 2024 and supply set to begin in early 2025. This project is supported by a subsidy from the New Energy and Industrial Technology Development Organization (NEDO).
