Cosmo Conducts Crisis Response Headquarters Earthquake Business Continuity Plan Drill

The Cosmo Energy Group (hereafter, “the Group”) conducted a joint earthquake business continuity plan (BCP) drill on September 3, involving the Crisis Response Headquarters of three Group companies: Cosmo Energy Holdings Co., Ltd. (hereafter, “CEH”), Cosmo Oil Co., Ltd. (hereafter, “COC”), and Cosmo Oil Marketing Co., Ltd. (hereafter, “COM”). Responsible for ensuring the stable supply of petroleum products, which is crucial for the functioning of essential services, the Group is constantly working to develop systems that enable the uninterrupted supply and sales of petroleum products in the event of a major earthquake or other disaster.

 

The drill was conducted under the scenario of an earthquake occurring in the Nankai Trough, with the aim of raising the level of the Group's overall disaster response capabilities, particularly in light of the mega-quake advisory, formally known as Nankai Trough Earthquake Extra Information, issued on August 8. In addition, the drill sought to cultivate and strengthen the Group’s ability to sustain its crisis response capabilities. With a focus on formulating policies for the supply and sales of petroleum products to affected areas from the initial response, participants were able to confirm the effectiveness and challenges of more practical BCP measures. These include online information linking and sharing through the use of a dashboard system that visually displays disaster information.

 

The Group is committed to further enhancing the effectiveness of its BCP by organizing and analyzing the challenges that emerged during the drill and implementing targeted measures to address those challenges.

3.Details of Drill Scenario

1) A Nankai Trough earthquake struck at approximately 1:30 p.m. on the day of the drill, prompting the establishment of Crisis Response Headquarters.
 

2) Each unit that forms the Crisis Response Headquarters gathers information on damage from refineries, oil depots, transportation companies, dealers, service stations, and other business sites in each region, and considers policies for supply and sales. In addition, units handle inquiries from, and liaise with, the government, media, and other external parties.
 

3) Crisis Response Headquarters aims to secure ground shipping capacity of at least half of the normal demand for the four main petroleum products (gasoline, diesel fuel, kerosene, and heavy fuel oil A) from refineries in the affected areas within 24 hours after the earthquake, which the Group has defined as a business continuity goal. Additionally, the Group aims to restore shipping capacity to the affected areas to pre-earthquake levels within 24 hours.
